Qualifications:

To meet the minimum qualifications for this position, you must meet either the Mandatory Education or Specialized Experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
  • Experience implementing, administering, and evaluating safety and occupational health programs primarily related to skilled trades employees in an industrial plant (OSHA Standard 1920) and/or construction (OSHA Standard 1926) environment and preparing draft policies and procedures to ensure the effectiveness of the program.
  • Experience providing safety and occupational health training to supervisors and employees.
  • Experience investigating and performing root cause analyses for work related injuries, illnesses and near misses and providing options for preventing their re-occurrence.
  • Experience evaluating work practices during project planning to identify possible sources of injuries and occupational illnesses.
  • To qualify for the GS-11 on Education alone, you must have:
    • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
    • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
    Students enrolled in a qualifying degree program can apply if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11, it must include:

  • Experience developing, implementing, administering, directing and evaluating a safety and occupational health program primarily related to skilled trades employees and specialized heavy equipment use in an industrial plant (OSHA Standard 1910) and/or construction (OSHA Standard 1926) environment and creating policies and procedures to ensure the effectiveness of the program.
  • Experience developing and providing safety and occupational health training programs for supervisors and employees in an industrial plant and/or construction environment.
  • Experience investigating and performing root cause analyses for work related injuries, illnesses and near misses and creating policies and procedures for preventing their re-occurrence.
  • Experience evaluating work practices during project planning and providing options for the implementation of mitigation measures to prevent injuries and occupational illnesses.

You cannot qualify on education at the GS-12 level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Compliance Inspection - Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. (determined in resume)
  • Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders (determined at interview)
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (determined at interview)
  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education:

  • Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.   • Salary Range: $64,009 to $99,741 per year
